Terms and Conditions

The following terms and conditions relating to a grant offered by Te Pūkenga – New Zealand Institute of Skills and Technology (Te Pūkenga). By submitting an application to study, the International Learner (ākonga nō tāwāhi) agrees to be bound by these terms and conditions.

The International Learner (ākonga nō tāwāhi) Study Grant

  1. The grant is known as the International Learner (ākonga nō tāwāhi) Study Grant (“the grant”).
  2. The purpose of the grant is to support ākonga nō tāwāhi commencing full-time study at Te Pūkenga in semester 2 2023 intakes.
  3. Te Pūkenga shall award one grant per successful applicant, the value of which is applied based on the payment of fees for the qualification.
  4. For the removal of doubt:
    • for multi-year programmes below the postgraduate level, the grant is applied to the fees paid for the first year of study.
    • Where a postgraduate programme is paid for in installments and 120 credits are paid for a programme of study on an offer of a place for a programme in excess of 120 credits, then the study grant for the first 120 credits shall be reduced by the amount stipulated in Table 1 for the 120-credit study grant. When the balance of the fees is paid for the further 60 or 120 credits to complete the qualification, then the balance of the study grant shall be reduced from the final installment payment so all installments paid total the net price stipulated for the qualification listed in Table 1.
  5. Where an ākonga nō tāwāhi fails a course/s and needs to repeat the course/s, no form of study grant, pro-rated or otherwise, will be applied to the additional course/s. Fees will be levied at the full tuition fee applicable for the course/s at the time of enrolment.
  6. Where an ākonga nō tāwāhi is required to put their study on hold after completing one semester or more, the grant continues to be valid for the further study paid for unless a refund or permanent withdrawal is actioned.

Eligibility

Applicants for the grant must:

  1. be an ākonga nō tāwāhi (as defined by section 10(1) of the Education and Training Act 2020);
  2. be a new ākonga nō tāwāhi at Te Pūkenga (i.e. not re-enrolling at Te Pūkenga) applying for full time study in semester 2 2023 (existing students are covered by fees grandparenting arrangements);
  3. be subject to the fees (Table 1) set by Te Pūkenga for new ākonga nō tāwāhi commencing study in semester 2, 2023;
  4. have applied, and met the entry requirements for the applicant’s programme of study (as set out in the programme regulations);
  5. be accepted into the programme on a full-time basis (and continue to be enrolled as a full-time ākonga nō tāwāhi throughout the 2023/24 academic years (please note, eligibility will be excluded if reduced to part-time study) and;
  6. be enrolling in semester 2 2023, if a student defers to 2024 for any reason, the study grant is withdrawn.

Ākonga nō tāwāhi are not eligible and cannot receive the grant if:

  1. they are in recipient of another grant, scholarship, award, or other concessions from Te Pūkenga or external bodies;
  2. they are likely to be applying for Recognition of Prior Learning or Cross Crediting to reduce the number of credits that are needed for the given qualification;
  3. have permanently moved to studying part-time (including commencing full-time study and then reducing this to part-time). In such a situation the ākonga nō tāwāhi waives their right to the grant and will be liable for the payment of remaining fees for the semesters enrolled as parttime. Any withdrawal will be subject to individual Te Pūkenga business divisions’ admission, enrolment, fees, and refund policies and procedures.
  4. they are studying on a pathway offer where the qualification listed in Table 1 is commenced in 2024 or later.

Application process

  1. No application is required for the grant other than successfully enrolling as a new ākonga nō tāwāhi in semester 2 2023 in the qualifications listed in Table 1.
  2. Te Pūkenga reserves the right to request from any applicant any additional information that it may consider necessary for determining eligibility for the grant.
  3. Te Pūkenga business divisions have complete discretion in assessing the application of the grant.
  4. The Te Pūkenga decision is final and binding, and no further correspondence will be entered into once a decision has been made.

Next steps after application submission

  1. Te Pūkenga business divisions will send a letter of offer to the successful applicant:
    • advising of the offer of place;
    • applying the grant to the ākonga nō tāwāhi fees;
    • setting out the remaining fees to be paid and future study grant application (if any); and
    • the grant must be taken in semester 2, 2023. No deferrals will be accepted.
  2. Grants are not transferable between business divisions and campuses of business divisions. Where a transfer occurs, for example from a campus outside Auckland to a campus in Auckland, an additional fee must be levied to account for the differential in the grant eligible for the location (in Auckland/out of Auckland).
  3. The grant is not transferrable or exchangeable and cannot be taken as cash.
